Trinidad and Tobago opens the door to licensed online gambling

Parliament has unanimously approved the Remote Gambling Order 2026. The Attorney General says licensing should be in place on or before 1 January 2027.

What was approved

Trinidad and Tobago’s Senate unanimously approved the Gambling (Gaming and Betting) (Remote Gambling) Order, 2026 on Friday 2 October, with Government, Opposition and Independent senators all supporting it. The House of Representatives had already passed the order 33–0 on 30 September.

The order, made under the Gambling (Gaming and Betting) Control Act 2021, allows a holder of a valid remote gambling licence issued by the country’s Gambling Control Commission to offer remote gambling, subject to the Act, its regulations and the licence terms. It removes the effect of parts of section 76 of the Act that had criminalised remote gambling.

When it starts

Approval does not mean the market is open yet. Operators will still need a licence, and the rest of the framework has to be put in place. Attorney General John Jeremie said licensing procedures and the remaining administrative measures would be ready on or before 1 January 2027.

The Gambling Control Commission is expected to work with the Central Bank on payments, including the licensing of electronic money issuers for the remote market.

Issues raised in the debate

While backing the measure, senators raised questions about regulation, consumer protection and foreign exchange, according to the Trinidad Guardian.

Why it matters

Trinidad and Tobago joins a growing list of Caribbean and Latin American jurisdictions building licensed online gambling markets. Whether it attracts international operators will depend on the licence conditions, tax rates and payment rules still to be published.
